Larson summarized revenue and expense assumptions behind the plan, saying the county “ended up reducing it from our original request to a 12.54% increase that give us about 1,200,000 more in revenue than we've had previously.” She noted the tentative document is not final, that the commission can make changes before a final vote in December, and that detailed line‑by‑line materials are available on the county website. The tentative budget anticipates transfers into capital funds, continued reliance on fund balance in several funds, and proposed staffing and compensation changes: market adjustments, a possible merit pool, a 5% public-safety officer adjustment and three new positions (two patrol deputies and one civil attorney).
Commissioners discussed the timing for final adoption and a proposal by members to freeze any commissioner pay increase in the final budget. One commissioner asked staff to produce a December report showing percent increases for all executive employees and elected officials so the public can view the hypothetical salary changes; auditor Larson said she will provide that breakdown for the final budget. The motion to adopt the tentative budget passed by voice vote.
