Council approves CDBG application and anti-displacement plan for Belknap House sewer repairs

The Laconia City Council voted 6-0 to authorize submission of a Community Development Block Grant (CDBG) application for Belknap House to fund emergency sewer-line repairs. The application seeks up to $100,000, with up to $15,000 retained by the city for administrative and labor compliance costs and up to $85,000 subgranted to Belknap House, the family shelter at 200 Court Street that serves low- and moderate-income persons.
Donna Lane summarized the program during the public hearing, saying, "This is a proposed application to the Community Development Finance Authority for up to $100,000 in CDBG Emergency Funds." During public comment, resident Doug Robinson questioned the project estimate and the 15% administrative amount; City Manager Kirk Beattie said the project has quotes and that allowed administrative amounts are included in the total estimate.
Councilors also approved, 6-0, the Residential Anti-Displacement and Relocation Assistance Plan required for CDBG projects that might cause displacement. Donna Lane read that the plan follows the Uniform Relocation Act's measures and that the council does not anticipate displacement for this project. Councilor Haynes asked whether work might affect Court Street; Manager Beattie said the replacement will take place on Pearl Street and could produce traffic impacts.
The vote authorizes the City Manager to sign and submit the CDBG application and, if awarded, to execute necessary contract documents and amendments. The council had opened and closed a public hearing on the application earlier in the meeting and addressed resident questions about scope and costs.
