During consideration of Items 23–28 (Lines of Credit) on July 16, 2026, Ms. Folse summarized the items and Mr. Roger Husser provided additional information. The minutes record that Ms. Laurette Compass, research associate with the Louisiana Bucket Brigade and Rural Roots, "spoke in opposition of three projects contained in Item 26 - Priority 5 Non-Cash Lines of Credit - State Projects in Ascension Parish," listing the projects and their dollar amounts.
The three projects recorded in the minutes are: Project ID 577235 — Donaldsonville Training Facility, Planning and Construction for $5,600,000; Project ID 577612 — LA 1 Overpass Rail Improvements Phase 4 for $132,520,250; and Project ID 577614 — ETP Parkway Road Project within the RiverPlex MegaPark Phases 1 and 3 for $31,162,500. The minutes do not include a verbatim statement from Ms. Compass explaining the basis for her opposition.
Despite the public comment, Representative DeVillier moved approval of Items 23–28 and Senator Edmonds seconded; per the minutes, the items were approved without objection. The minutes do not record any response from project sponsors or a commission vote tally to the public comment.
