State Bond Commission approves multiple bond requests, conditions one and records public opposition
Summary
At its July 16 meeting, the State Bond Commission approved a slate of bond and line-of-credit items (Items 3–15, 17–20, 23–29) mostly without objection; Item 12 was conditionally approved pending verification of a certified resolution and Item 16 was withdrawn. The State Bond Commission met July 16, 2026, in Senate Committee Room A‑B at the State Capitol and approved a broad package of bond and credit items, with most votes recorded as "without objection." Representative Phillip R. DeVillier moved multiple approvals and Senator Rick Edmonds seconded on each motion.
Agenda Items 3, 5, 6–11, 13–15, 17–20 and 23–29 were approved without objection after staff synopses by Ms. Folse and brief remarks from applicants or advisors when provided. Item 7 was approved as part of Items 6–11 but with a condition: the applicant must comply with La. R.S. 33:4712.10 before any disbursement for purchase of immovable property and no disbursement may exceed the appraisal valuation.
Item 12, involving the Louisiana Housing Corporation, received conditional approval contingent upon verification of a certified resolution adopted June 10, 2026 authorizing the incurrence of the debt; the commission did not finalize disbursement until that verification is provided. Item 16 was withdrawn by Bond Counsel prior to the meeting and deferred to the August meeting.
Mr. Roger Husser, Assistant Commissioner in the Division of Administration, provided additional information on several items when requested. Despite public comment registering opposition to specific projects in Item 26, the commission approved Items 23–28 (lines of credit) without objection.
The commission noted that a verbatim transcript is available with the Bond Commission. The meeting adjourned after consideration of monthly reports.
