Council hears warning that short‑term cuts to budget are not sustainable

Councilmember questions about the FY24–25 budget prompted a multi‑speaker discussion about the sustainability of recent reductions. City management and budget manager Roxanna Marotti reminded the council that the adopted budget included cuts to equipment replacement, vehicle replacement and contributions to workers’ compensation and that the city has used reserves and vacancy factors to bridge shortfalls.
Marotti listed the categories reduced or eliminated and said the city must plan to restore replacement funds and capital contributions moving forward; staff will return at midyear with proposed amendments. Councilmembers pressed for updated reserve balances and the likely need for service or personnel reductions if revenues do not keep pace with restored expenditures. Staff said the fiscal‑uncertainty reserve remained at the policy 20% level for now and that final reserve balances will be presented with the audited financials in February.
