Council approved a performance‑agreement package tied to a state economic-incentive award for Liebherr, a company with facilities spanning the Hampton–Newport News border. Staff said the expansion will include machinery and tooling investments, create at least about 175 new jobs at the facility, and generate over $23 million in real property improvements that will increase local tax revenues.
As part of the state program, local economic development authorities must provide matching funds. Staff presented the local match breakdown: Newport News’s share was listed at about $1,470,000 and Hampton’s at about $257,000; Hampton will forward its portion to Newport News to combine with that city’s share for the state application. Council approved participation in the joint agreement and the associated budget amendment to appropriate the local matching funds.
Why it matters: The measure supports a significant private-sector expansion that the city says will bring new jobs and taxable investment; the city’s local match is an investment tied to state incentive requirements.
What’s next: The local economic development authority will provide the match funds and the partners will finalize the state award paperwork for the project to proceed.
