City to pilot inspections of 60 rental units as part of missing‑middle strategy

He added staff could consider exterior incentive programs later but the immediate emphasis is ensuring units meet building code and health standards.
Commissioners pressed concerns that exterior improvements could push rents up; staff acknowledged that risk and said incentives would need careful design to avoid displacement.
