A lengthy public-comment period brought dozens of residents, artists and commission members to the podium to oppose collapsing the Arts & Culture Commission into a larger 'Community Services Commission.' Speakers warned consolidation would dilute arts' economic and cultural contributions; several argued Benicia’s arts commission is a key driver of tourism and downtown vitality.
Vice Mayor Scott and other council members acknowledged the community’s concerns. Councilmember Masinski moved and the council adopted a motion not to consolidate the Arts & Culture Commission. Separately, council approved staff’s recommendation to create a Community Services Commission to assume human-services, recreation and senior‑program responsibilities — while staff will keep arts grants and art stewardship as a standalone function under the existing Arts & Culture Commission.
