One council member urged postponing the item; another said the building's condition (soft floors and joists) made the overhaul urgent. Staff described the work as a full restoration — foundation, structural framing, windows, siding and mechanical systems — and said warranties on materials would be in place.
"This is a major renovation but much needed," staff said, and noted the tenant's lease runs through October, which provides a scheduling window. Council approved the project by roll call (motion passed, 5–1).
