Taylor council rescinds 2016 towing resolution, approves contract with J and T Crova

The council moved to rescind the 2016 resolution and, after public comment, approved the new contract in successive voice votes. A council statement before the vote noted the item followed a closed-door consultation with the city attorney about pending litigation involving Area Towing.
Multiple members of the towing industry and residents addressed the council during the public-comment period. Michael Gotch, owner of Gotch and Sons Towing, told the council he spent substantial time and money preparing a bid and said he faced intimidation and alleged misconduct related to the prior contracting process: "You opened up a huge issue because of your greed... I have 8 lawyers working really hard, 12 a day, just on research." He urged the council to consider those facts before deciding.
Resident Angie Winton urged the council to "vote yes on resending the resolution" and to award the contract to J and T Crova, saying the J and T Crova proposal contains protections for towed individuals crafted with input from council members, the mayor, the police department and the community.
J and T Crova's president, Sam Hussain, answered council questions about the bid, confirming the company would honor the submitted proposal and pricing. When asked if the terms and pricing remained current, Hussain replied, "Yes." The contract motion passed by voice vote.
The council’s action replaces the previously extended Area Towing arrangement with a new vendor; the city did not provide additional financial details about the contract terms in the meeting record.
