South Burlington council re-elects officers, sets organizational priorities

The South Burlington City Council convened an organizational meeting to elect a chair, vice chair and clerk and to adopt the council’s operating rules for the coming municipal year. City manager Jesse Baker opened the meeting and presided during the nominations; Laurie nominated keeping the existing slate — Tim Barrett as chair, Andrew as vice chair and Michael as secretary — a motion approved unanimously.
The council adopted rules of procedure for 2025–26 that staff said align with Vermont open-meeting law and the city charter. Jesse Baker noted two changes from last year’s rules: the deadline for submitting requested agenda items moves to Tuesday (to fit a Thursday packet publication schedule) and the city’s third physical posting location for agendas changes from Healthy Living to University Mall to improve public access. The council approved the rules by unanimous voice vote.
Councilors used the organizational meeting to surface a set of administrative and outreach priorities, including continued attention to the city budget implementation, parking management in City Center, and an upcoming policy retreat. Baker reported that the budget passed across all districts and previewed consultant work on an economic development strategic plan. The council tentatively scheduled a working retreat for April 10 to focus on growth management and related priorities.
