The Shelby County Board of Commissioners approved the FY2027 operating budget after a multi‑hour deliberation that included dozens of amendments addressing public transit, mental health court funding, neighborhood grants, the sheriff’s budget and other priorities. After the budget vote, the commission adopted a tax ordinance setting the 2027 tax rate at 2.702382 per $100 of assessed value with allocations to the education fund, county general fund and debt service.
Commissioner Michael Whaley (Budget & Finance Committee chair) guided the proceedings and summarized the arithmetic that led to the final fund balance and amendments. Several commissioners warned about committing too much of the remaining fund balance to one‑time items and urged restraint so that emergent needs later in the fiscal year can be met. Public comment before the vote focused on transit (MATA), juvenile court facility repairs, community youth programs and other service needs.
Why it matters: Adoption of the operating budget and tax rate sets county spending and revenue priorities for FY2027 and directly affects property owners and funded programs. The floor amendment reduced the general‑fund component by a fraction of a penny and passed after a suspension of rules; that adjustment reflects the commission’s final reconciliation of amendments and available fund balance.
