Regional plan update outlines new land‑use tiers, state to map growth areas

He told the commission that Tier 1 is being split into 1A (highest growth) and 1B (capacity for growth) and that some guidance and map changes likely won’t be finalized until 2026.
Turner noted regulatory changes elsewhere: “The Act 250 group is now the Land Use Review Board,” he said while urging commissioners to review Brian Voight’s slides on the Land Use Map. The commission was told that Tier 3 would be the most restrictive category for development, and that Tier 2 is effectively a status‑quo designation for areas that are neither high‑growth nor environmentally sensitive.
