Planners advance draft historic-preservation overlay to let county review demolition of older properties

The Surry County Planning Commission heard a staff presentation on a draft historic-preservation (HP) overlay ordinance designed to create a local pathway for designating historic properties and to allow local review of demolition permits. Mr. Wade explained the intent: local designation gives the most practical protection for county resources and would set out a process involving the Board of Historic and Architectural Review, the Planning Commission and the Board of Supervisors.
"This ordinance is setting that process up," Mr. Wade said, describing steps for initiation and review. Commissioners took that explanation under advisement and asked staff to prepare a visual flowchart showing who may initiate an application (the BAR, planning commission, board of supervisors or the property owner), how reviews would proceed, and where public hearings fit in.
Miss Perkins, responding on legal points, said she had not completed the full legal review and recommended staff solicit BAR input before scheduling a public hearing. Commissioners agreed: staff will revise the draft, provide the requested flowchart and return with the BAR's feedback before the commission moves the item to a public hearing. No formal vote on the ordinance was taken at the meeting.
