Landmarks Commission approves historic overlay for florist building at 1902 North 1st Street

The Abilene Landmarks Commission on a voice vote approved Case HOZ2026-02, granting historic overlay to the building at 1902 North 1st Street, home to Fillipot Florist.
Cara Velois, a planner with the City of Abilene, told the commission the building was designed by architect Jimmy Tittle and was completed in 1955. Velois said staff reviewed the application under section 2.3.0.4.4 of the development code and recommended approval. "Today, I am presenting case HOZ2026-02," she said during the staff presentation.
Owner and applicant Jonathan Crisp addressed the commission during public comment, saying he intends to restore the exterior to match a historic photo. "I would like to make the building appear as it does in that photo," Crisp said, describing three exterior alterations since his purchase and a wind-damaged sign he plans to replace with a historically sympathetic sign.
Commissioners and staff clarified that exterior changes such as sign removal or repainting will require a separate certificate of appropriateness application and ultimately must comply with the commission's review. Commissioners noted some maintenance work that exactly matches original materials may proceed, but other work should be presented for formal approval; staff advised filing COA paperwork to be placed on next month's agenda and noted project tax credit eligibility if work is approved in advance.
At the vote the commission recorded affirmative responses for Miss Lee, Mister Howard, Mister Butler, Miss Allen and Mister Young; the chair announced the motion approved. Appeals and procedural deadlines were stated on the record: decisions on certificates of appropriateness may be appealed to the Planning and Zoning Commission by written request to the planning director within 15 days of the meeting; decisions on historic project tax reduction may be appealed to the City Council by written request to the City Secretary within 10 days.
Next steps for the applicant include filing required COA paperwork and returning to the commission for approval of specific exterior changes and any work seeking tax-credit eligibility.
