Abilene commission approves changes to police meet-and-confer agreement that affect promotions

The Civil Service Commission of Abilene approved revisions to the meet-and-confer agreement with the Abilene Police Officers Association that allow suspensions of 40 hours or less to be considered in promotion decisions and restore omitted sergeant promotion dimensions.
Assistant City Attorney Haley Cagle told the Civil Service Commission that two agreed revisions to the City of Abilene’s meet-and-confer agreement with the Abilene Police Officers Association were being brought forward for approval.
“The 1st red line is on page 17, and that is, removing consideration of suspensions of 40 hours or less,” Cagle said, adding that the change means such suspensions can now be considered when evaluating officers for promotion. She also said a set of dimensions for the sergeant promotional process that had been omitted in the current document will be restored in Appendix A (page 40) to mirror the lieutenant process.
Cagle said the amendments were agreed to by Abilene Police Department administration and representatives from the APOA board; Chief Seawrit and Chief Wagner were present for the meeting. A commissioner moved to approve the recommended changes, a second was recorded, and the commission voted in favor. The motion carried.
