The committee approved a set of interrelated amendments and contracts to execute phase 2 of the Elm Street and High Street garage repairs.
Tim Lemiere, the owner's project manager with GPI, explained the calendar order of phases (1, 3, 2) and said phase 2 (Elm Street garage) is a standalone work package. The committee approved an amendment with Greenman Peterson Inc. for owner's project manager services not to exceed $117,455.30 and an amendment with Randall Paulson Inc. for construction administration not to exceed $42,425. Lemiere explained these consultant services are planned to support the construction contract.
The committee then approved a guaranteed maximum price contract with Whiting‑Turner Contracting Co. for the build-out and renovation of the parking department office in the Elm Street garage, in an amount not to exceed $2,300,320. Lemiere said the work was funded in part by a previously approved $15,000,000 bond for the Elm and High Street garage repairs and that Whiting‑Turner won a qualifications‑based selection in 2025. "This contract is the construction contract for phase 2 ... it's the total guaranteed max price contract with Whiting Turner," he said. The motions passed by voice vote.
