The Abilene City Council approved a guaranteed maximum price (GMP) award of $20,710,569 for phase‑1 of the municipal airport terminal expansion and authorized continued consultant work to secure FAA grant funding.
Don Green, director of transportation services, told the council phase‑1 will add roughly 4,700 square feet to the boarding area and increase seating capacity from about 60 to room for 200 seats in that area. He said the original subcontract bids came in near $25 million and city staff and the construction manager at‑risk used value engineering to lower the cost to the GMP being approved. Green said funding is available through bond funds and FAA grants and anticipated a 16‑month construction timeline following a notice to proceed expected in early August.
Green also outlined a separate professional‑services task order (Task Order 4) with Cutchens & Grow to continue grant and funding work for phases 2 and 3; staff said the task order is eligible for FAA funding (about 90% of the cost). He told council the airport will use the project website and social media to notify passengers about construction impacts.
Council approved the GMP award and the task order in separate motions. The city plans to issue a notice to proceed and begin mobilization on Aug. 3 if contractual milestones are met.
