Staff introduced representatives from a convenience‑store concept referred to the board as Oil Field Outpost (rebranded locally), and invited the founder to describe the proposal for airport property near the new road and Highway 36.
Will, introduced to the board by staff as Will White, said his company operates two high‑volume stores in the Permian Basin and is building a third. He told the board the local location would focus more on hot food and that a rebrand such as "Big Country Outpost" is under consideration. Will said a fully staffed store could require 10–15 employees but that experience from other locations informed their plans. "Our first store is 24 hours; the second is 6 a.m. to midnight — we'd assess local demand to decide hours," Will said.
Board members asked how the airport location would differ from the company’s West Texas locations, how many jobs would be created and whether the company would prefer a commission model instead of a straight land lease. Don said staff will continue negotiations and asked the board if they wanted to go into executive session to discuss terms; the board recessed under Open Meetings Act provisions to consult with legal counsel and deliberate real‑property and economic development matters. On reconvening, Don said no votes or actions were taken during the executive session and staff will return with terms for Board and council consideration.
