"Shadows that say our fleet is fine when engines are failing," Buford said, invoking Plato's Allegory of the Cave to argue that official statements can mask dangerous conditions. He listed fleet breakdowns, staffing shortages, collapsing morale and safety risks and urged council and city leadership to address those problems. During his remarks staff questioned whether parts of the comment were germane to the specific interlocal agreement under discussion; the exchange ended without further action at the meeting.
Buford said he brought a different approach than previous comments: rather than repeat warnings he aimed to explain the service's reality so leadership could see the full scope of operational risk.
