Planning staff noted the Planning and Zoning Commission had recommended approval contingent on a formal replat. The applicant’s representative had told the council the abandonment would allow parcel assemblage to meet Midtown high-density zoning and that work could take up to five years. Council members said the location is strategically valuable and that the city should receive specific plans or binding commitments before giving up the land.
"If I'm going to give away some land that I feel is very valuable land, I want to make sure that we're getting highest and best use for that land," a council member said during deliberations. Several members suggested staff pursue a 380-style agreement or seek specific project commitments from the applicant. When a motion to deny the abandonment was called, the council voted unanimous to deny the request and asked staff to engage with the applicant for more detailed proposals.
