Bryan planning staff honored; department reports surge in permits and inspections

The City of Bryan recognized its Planning and Development Services staff for receiving the 2025 American Planning Association financial planning excellence recognition, a distinction the council noted the department has won multiple times.
Martin Zimmerman, introduced by the mayor to present the award, highlighted department activity in the past year and the start of the city's comprehensive plan process. Zimmerman told the council the department issued just over 7,000 permits in the last year—about 27 per business day—and conducted just over 22,000 inspections in FY25. He said staff are using recent customer-service survey results to guide improvements and that the department has provided permitting software training to other city departments.
"Fiscal year 25 has been a very busy year for us," Zimmerman said, noting the department's front-counter and permit staff, plan reviewers and building inspectors. He also said the city recently repurposed the former BTU administration building as a Development Center to centralize services.
The mayor and council praised planning staff for their role in local growth, citing permit-volume growth since earlier decades and the department's work supporting residential and commercial projects. City leaders said the comprehensive plan is slated for adoption later this year and that staff assistance to regional conferences has raised the city's profile.
