Montoursville Borough Council approved the appointment of Clinton J. Gardner as deputy chief of police at a special meeting April 20, 2026. Council President Dr. Tina Kline presented the appointment at the start of the meeting.
Council Member Misty Emick questioned whether the deputy-chief position was necessary and whether the appointee would be trained in the chief's duties. Police Chief Tobias responded that the borough needs additional manpower, that the deputy will assist with patrol duties and will help manage programs, grants and procurement work alongside the chief. Emick moved to approve the appointment; Donald Boyles seconded. The council approved the motion on a roll-call vote: Marshall Winters—Yes; Misty Emick—Yes; Tina Kline—Yes; Donald Boyles—Yes; Donald Konkle—Yes. The motion carried and the appointment was approved.
The council did not take other personnel actions during the special meeting. The appointment and its vote were the sole substantive action recorded for new business at the session.
