Councilors pressed staff on how residents and elected officials will be notified if internet or phone service fails during an emergency. Chief West pointed to the city’s newly acquired Everbridge system and to portable message boards (referred to in the session as Sparrow boards) and described door‑to‑door outreach as a last‑resort option when communications fail.
A councilor said they sometimes receive limited information and asked what practical steps councilors should take; one staff suggestion was to direct residents to the official website and social channels for the authoritative timeline of updates. “We have that where we can that's the mass notification that we have now,” Chief West said of Everbridge.
