Councilors told to expect policy role during EOC activation; staff to handle operations and messaging

Councilors were briefed on their expected role during Emergency Operations Center (EOC) activations: remain as the policy group and be available to make decisions when staff requests them. Chief West said councilors usually remain in chambers awaiting updates while department heads and agency partners work inside the EOC to manage operations.
Chief West explained that for many incidents the council would not need to be physically present in the EOC, but staff would explicitly notify the policy group if their deliberation was required — for example, to consider a curfew or a local declaration that affects funding access. “In here will be all of the department heads… In the event that we need the policy group to show up and be here, we would absolutely make that clear that you need to you need to be here,” he said.
