Councilmember Schillen (speaker 4) questioned a year-to-year jump in computer contractual services, asking whether the city had performed replacements or entered new multi-year contracts. Staff (speaker 2) said the city is transitioning to subscription-based licensing for Microsoft 365 and noted that moving from perpetual licenses to subscriptions changes how costs appear in the budget. "We have started going, as we swap out computers, going to the Microsoft 365, which is a subscription base," staff said, and offered to provide a register of what was paid in the last year.
Staff told the council the apparent decrease in the upcoming year may reflect timing of purchases and that the city expects some subscription costs to remain as recurring expenditures. Councilmembers asked staff to follow up with a detailed list of computer and IT contract charges.
