Staff explained the "shoot the moon" approach to market comparisons and described changes to several pay ranges to consolidate step-based positions (for police, parks, and public works) into broader grade ranges so employees see clearer career-paths. Staff also proposed using a URS-linked COLA adjustment for off-year increases and cleaned up HSA/health-insurance offset language so the contribution would slide with premium changes rather than being a fixed dollar amount.
Council asked about regional competitiveness and internal compression; staff said they would return with cost estimates and the option to model different targets (average, 10% above average, top of market) before implementation. The resolution passed on a roll-call vote with recorded 'yes' votes from members present.
