Council members pressed staff for the underlying market-study data and said they would like the compensation discussion to be transparent. Following discussion, the council adopted the resolution by roll call: three members voted yes and one member (Council member Stewart) voted no.
Council did not alter the contract in open session beyond approving the resolution; a council member noted that performance review items remain the only subjects eligible for closed session.
