City finance staff told the council the financial picture for FY2026 looks favorable but still requires close tracking.
Peter presented the financial update and said the city began the year with about $2,400,000 in non-committed general-fund balance and that, as of the April report, revenues exceeded expenses by about $2,300,000. After reconciling outstanding items, Peter said the city is trending to end the fiscal year roughly $1,500,000 "in the black." He cautioned that revenue recognition for ARPA funds is timing-dependent: "we can't recognize that revenue until it's technically... admitted" (summary of staff comment).
Council members welcomed the stronger-than-expected projection but discussed the need to distinguish one-time windfalls from ongoing revenue before using funds for recurring costs. Peter recommended monthly summary reports with quarterly detailed reports so the council can see trends mid-year.
