Staff says DPW garage construction bond could be ready this summer; design nearly complete

City staff told aldermen the DPW garage and fleet maintenance facility is a near-term candidate for a construction bond and that design work is nearly finished.
"I believe that I believe we are ready to issue a construction bond for the DPW garage and fleet maintenance facility," Director Tim Cummings said while walking members through the draft plan. He added the design should be complete within about two weeks with construction targeted to start in September.
Committee members questioned how the project would be financed across multiple years when construction itself is expected to take about two years. Cummings and CFO Dawn Enright explained the city can front projects with on-hand cash and later reimburse itself when bond proceeds are sold — a practice they said has precedent and is constrained by federal reimbursement rules. Members also asked whether DPW building plans include interior hose-off/wash areas for equipment; Cummings said the current DPW design accommodates washing for DPW equipment but a citywide washing station to serve all municipal vehicles would require additional funding and remains a green/unprogrammed item in the plan.
The committee asked staff to return with a refined draw schedule from the construction manager and to update the plan with clearer annotations about which elements are design-only, construction, and contingent on additional funding.
