South Salt Lake city staff recommended the council consider approving an interlocal cooperation agreement with Salt Lake County to seek TRCC funding for the Water Tower Plaza project, a proposal to restore the Horton Water Tower and build a public plaza beneath it.
Sharen Hauri, listed in the application as project contact, described the project scope and budget. The staff materials list an estimated project cost of $3,000,000 (2025 estimate) and $2,500,000 (2026 estimate), and note a TRCC grant award could reimburse up to 33% of total cost (the grant based on the 2026 estimate = $825,000). The interlocal agreement attached to the staff packet would allow Salt Lake County to reimburse the City up to $1,000,000 from 2026 TRCC funds subject to the agreement’s reporting, reimbursement, and use conditions.
The application and the contract draft in Exhibit A include specific requirements for the City: complete the project scope by March 31, 2028; submit reimbursement requests by June 30, 2028; and file TRCC project status reports on December 31, 2026; December 31, 2027; and June 30, 2028. The interlocal agreement also reserves the County’s audit and repayment rights for noncompliance and sets standard indemnification and recordkeeping obligations.
Staff materials note the design is expected to be complete in summer 2026 and construction in summer 2027, with city match funds identified in the Public Works bond and Parks impact fees. The application lists community uses for the plaza — a lawn and lounge beneath the tower, a stage, enhanced lighting, public art, restrooms, and event programming tied to existing festivals such as Mural Fest and Craftoberfest. The staff packet requests the council “consider approving the Interlocal Agreement” and the attached grant application.
