Town Manager outlines budgeting approach, offers open-door availability to committee

The town manager introduced himself and described his background in municipal budgeting and the fire service, telling the committee he intends to be accessible during budget deliberations. He said he will provide monthly expenditure summaries and make himself available to committee members for meetings.

"Just give me a jingle, and I'll schedule you time in, to to chat if" (Town Manager, speaker 2). The manager said he learned budget processes as a fire chief and emphasized knowing department budgets "inside and out," adding he will rely on the finance director to support committee work. He pledged to attend budget committee meetings unless away on vacation and to email a written overview with each monthly expenditure report.

The committee discussed the roles of advisory versus official budget committees and asked about training from the municipal association. Members welcomed the manager's offer of additional materials and access to department-level detail on request. The manager said he would coordinate with the finance director to provide digital access to expenditure lines for committee review.

Looking ahead, the manager flagged two likely capital items for the coming cycle: a library renovation effort with a conditional donor and a water-tank and infrastructure project tied to impact-fee funds. He said operational changes are not anticipated for the current year but that capital proposals will be forthcoming.
