Board waives bylaw clause to allow immediate vice-chair nomination

The Environmental and Community Advisory Board voted to waive Article 2, Section 1 of its bylaws to allow an additional nomination for vice chair during the March 11 meeting.
"So right now, you're voting on waiving the the that specific clause," staff told members before the vote, explaining the waiver permits another nomination. A member moved to waive the clause "for the purpose of voting for a vice chair," and another member seconded the motion. Members voiced support and opposition; the chair recorded the result and announced the waiver passed.
The waiver cleared the way for nominations. Chair Sharonda Green opened nominations; members nominated Bill Ingram and another candidate spoken as 'Balvin.' After members voted, the chair announced the result and congratulated the successful nominee.
Why it matters: the waiver temporarily changes the timing of an internal election so the board can fill its leadership vacancy more quickly. Staff noted that formal bylaw language and any longer-term change should be reviewed later when the full board is present and after members have time to propose vetted amendments.
