Council reviews bid recommendation for pedestrian hybrid beacon at Highland Croix and Tullymore

Traffic staff presented a recommendation to accept the lowest and best bid for a Heightened Awareness Crosswalk at Highland Croix Road and Tullymore Drive.
Mark DeSilber said the project—a pedestrian hybrid beacon to improve access to Glacier Ridge Metropark—was budgeted at $435,000 in the 2026–2030 Capital Improvement Program. "On 12/09/2025, 3 bids were received and Complete General Construction submitted the lowest and best bid of $367,679.94, which is 13% over the engineer's estimate of $325,000," DeSilber reported. He told council construction is expected to begin in March 2026 with anticipated completion in late 2026 or early 2027 and recommended council accept the bid.
Council asked operational questions about the temporary signal that will be in place during construction; the contractor will remove temporary components once the permanent signal is in place. Staff said public education and signage will precede activation. The resolution was moved forward for adoption at the scheduled public hearing.
