Members agreed Panorama should be listed as a potential data source for future assessments.
A member raised MSDE data showing a high number of arrests and civil-rights complaints in Calvert County; another member urged caution, saying the publicly reported arrest number included many administrative referrals rather than detentions. "Of the 168 arrests in the last report that were available, only 3 were detained. 165 were just referrals," a member said. The committee noted the need to verify and standardize counts and to avoid language that implies criminal detention when data are administrative referrals.
Members asked staff to assemble additional data points for December, including counts of counselors, psychologists and social workers, the Office for Civil Rights data and injury/violence metrics so the committee can set measurable, disaggregated indicators.
