Turner was explicit that his company does not perform framing or engineering: "we're not a licensed framer... we're not an engineer," he said, and recommended that a licensed framer and an engineering study be completed before the roofing crew proceeds. He estimated the typical roofing permit takes one day to secure and costs about $150'$200. Board members pressed for an engineering report and a permitting plan before they would accept a short extension without further conditions.
