Town Manager Rick Wixom opened the discussion and said he believed "priority-based budgeting made sense." Staff presented needs across departments: the Police Department outlined emergency equipment and vehicle replacements; Roads staff identified reconstruction of Red Hawk Drive, tree removal and SunTran route improvements; Community Development described an invasive species removal project and planned community survey ahead of a General Plan update; Parks and Recreation presented a year-one project list and staffing needs; and Public Works reviewed water projects and priorities.
Council members probed timing and prioritization factors during the discussion and asked staff to return with refined year-one lists for budgeting. No capital appropriations were made at the meeting; the conversation was framed as planning and vetting ahead of formal budget decisions.
