DART staff: cities agreed on governance proposal to take to state legislature

Staff said the governance change is intended to address two problems raised by cities: ensuring each city has representation and avoiding a single city obtaining a simple majority of votes on the board. That proposal would require action at the state level and, if enacted, change the composition of the DART Board of Directors.
