DART: buses may pass through withdrawn cities but stops would not open

She added that transfer activity tied to the Addison Transfer Center would have to be relocated if Addison withdraws and that staff are looking at temporary drop-off/transfer arrangements because building a new transit center would not be feasible 'overnight.'
