Planning staff launches zoning code and subdivision regulation audit; council gives broad support

Planning Director Sarah Holt introduced a comprehensive Code Audit Project to review and prioritize updates to Dublin's zoning code and subdivision regulations. Holt said consultants McBride Dale Clarion and Clarion were contracted to lead the audit, that stakeholders (boards, commissions, technical advisory groups) participated in kickoff work, and that the audit will identify prioritized changes rather than immediately rewriting code.
The audit will crosswalk Envision Dublin, the housing study and the sustainability plan to identify where code changes will enable adopted policy goals. Holt said the audit report is expected in the second quarter of 2026; a separate contract may be developed to study mixed-use definitions. Council members stressed plan alignment, clear development standards, better public-facing code searchability, and prioritizing near-term items that affect pending development; staff will schedule individual follow-up meetings in March to gather more detailed input before drafting the audit report.
