Springdale council met in closed session and unanimously directed staff to act

Springdale, Utah — The Springdale Town Council met in a special session on Jan. 30, 2026, and after a closed session to discuss an individual's character, professional competence or physical or mental health, voted unanimously to direct staff to carry out the action discussed in that closed session, according to the approved minutes and a sworn statement filed by Mayor Barbara Bruno.

Mayor Barbara Bruno certified in a sworn statement that the closed meeting was held "to discuss: the character, professional competence, or physical or mental health of an individual" and cited Sec. 52-4-206(6)(a) and (b), Utah Code Annotated, as the legal basis for the closed session. The council minutes record the meeting convening at 9:34 a.m. and show all council actions were recorded as unanimous votes.

The minutes show Council Member Kyla Topham moved to enter the closed session, seconded by Randy Aton; the record shows Topham, Pat Campbell, Mayor Bruno, Aton and Jack Burns voting Aye. After the closed session, Pat Campbell moved — and Randy Aton seconded — "to direct staff to take the action discussed in the closed session." The motion passed with the same unanimous vote.
