Council adopts Standards of Care ordinance for city after‑school and summer programs

The City of Grand Prairie adopted a Standards of Care ordinance for after‑school and summer programs during its April 7 meeting. Rod Hayes, Recreation Division Chief, told council the ordinance codifies safety guidelines and will allow the city to operate programs under a unified set of standards.
“These are guidelines that we abide by to safely operate our after school programs and summer camps,” Hayes said. He added that adoption of the ordinance “will exempt us from any state license regulations” for city-run programs and will apply to all city camps and school‑based programs year‑round.
Council member Shotwell praised the parks department’s work and signaled support for the measure; two residents, Patsy Ray and Dr. Angela Lucky, also spoke in favor of parks programming and urged continued funding. A motion to approve item 29 was moved, seconded and the council voted to adopt the ordinance.
Implementation: staff will maintain compliance with building and safety codes and continue monitoring program operations and staffing.
