Board grants conditional use permit for Peters horse-boarding and riding lessons in Little Suamico

The Oconto County Board of Adjustment on Feb. 24 granted a conditional use permit to Jeffrey and Antoinette Peters to operate a horse-boarding stable and riding lessons in the Town of Little Suamico, subject to eight conditions including hours, nutrient management, lighting controls and disposal of wastes on 22 acres in Brown County.
The Oconto County Board of Adjustment on Feb. 24, 2026, granted a conditional use permit to Jeffrey and Antoinette Peters to operate a horse-boarding stable and riding lessons on property in Section 10, T26N, R20E in the Town of Little Suamico.
Jeffrey Peters, sworn, described the proposed operation as boarding and riding instruction for up to 12 horses and said he has a nutrient management plan and will haul manure in a covered trailer to be spread on 22 acres in Brown County. Peters told the board the operation would meet state requirements and said there would be “no shows on the property, boarding/riding only.” He also stated the hours of operation would be "Monday through Thursday 9am-7pm, Friday 9am-5pm and Saturday/Sunday 9am-3pm." The applicant said paddocks would be used only during daytime and warmer months.
A neighbor, Keith Warner, who lives adjacent to the Peters parcel, voiced concerns about potential impacts to groundwater from manure, about lighting that currently shines toward his property, and about property-tax effects. Peters said he would look into redirecting lights so they do not shine onto the neighbor's property.
After staff presented a report and noted the Town recommendation to approve, the board deliberated and attached eight conditions to the permit: hours limited to 9 a.m.–7 p.m.; dusk‑to‑dawn lighting controls; an approved nutrient-management plan; no parking on Cross Road; no events or shows hosted on the property (boarding/riding only); disposal of wastes on 22 acres in Brown County; obtaining all required state, federal and local licenses; and making the conditional use permit personal to the owner (nontransferable). The motion to grant the permit was made by Commissioner Dave Christianson, seconded by Elmer Ragen, and passed on a unanimous roll-call vote (Behrend, Christianson, Heise, Ragen, Sleeter voting yes).
The zoning administrator was directed to issue the zoning permit incorporating these conditions. The decision is subject to the usual appeal period and any required state or federal permits.
