EDC staff gave an 18–24 month recap describing strategic work and project activity across Hutto’s development portfolio. Staff said the corporation completed its first strategic plan — produced in about 90 days with multiple work sessions — and aligned the plan with the city’s comp plan and earlier council strategic work. Staff said a one‑page executive summary is being prepared to streamline recruitment conversations.
On real‑estate holdings, staff reminded the board that the EDC purchased the Cottonwood properties in March 2023 (about 250 acres) and later selected Midway to master‑develop the site after an RFP; land has been set aside on Cottonwood for three planned city facilities (Justice Center, Rec Center, library). At the mega site staff said the Spine Road Phase 1 (roadway, water, wastewater, drainage and detention pond) is complete and was recently accepted by the city council, and staff listed active prospects (STRAT 3, Lehi, SQL), Project Titan (~180 acres), Project Skybox (~210 acres, data center campus) and potential land‑swap talks for Project Maestro. Staff also discussed marketing tools (RFI standardization, Placer.ai reports), a switch from BlueDot to CivicServe for incentives and CRM, quarterly "biz thrive" workshops and a business directory currently listing about 580 businesses.
Board members asked clarifying questions about the annual business survey and community‑input methods; staff and board discussed survey techniques, Placer.ai data and focus groups when considering how best to target retail recruitment.
