Committee members raised concerns that S W Gregory Building & Woodworking's bid would not meet the RFP's historic-preservation requirements because it proposes Marvin window replacements for a building listed as contributing to the Newbury Village Historic District. "David Tansey had concerns regarding the proposal for the second-floor windows which includes replacement Marvin windows," the minutes state, and he noted that because MERP funds are federal funds, "the Secretary of Interior Standards must be followed."
The committee also recorded that S W Gregory's proposal omitted the HVAC work required by the RFP; members said omitting HVAC would affect the bottom-line price. The proposal additionally included rooftop solar work, which the minutes say is outside the RFP scope; the committee asked the bidder how removing rooftop solar would affect the estimate. Susan Culp said she would follow up on these items with the bidder.
