Council approves first reading of social-district ordinance to allow marked-container alcohol in downtown

The Athens City Council on first reading approved an ordinance establishing a downtown social district that would allow patrons to possess and consume alcoholic beverages purchased from participating retailers in marked, non-glass containers within a defined boundary.

City Administrator Scott reviewed the ordinance, telling the council it is “the purpose of the ordinance is to establish a new chapter that creates a social district within the city of Athens pursuant to Iowa code section 4.414 0.34 that provides regulations for possession consumption of alcohol, alcohol, liquor, wine, beer within the social district” and that participating retailers must use non-glass, vendor-identified marked containers. Scott said the council would set activation dates, hours and the list of participating licensees by separate resolution for each event.

Council member (speaker 3) noted the practical mechanics for vendors, saying peel-off labels and disposable cups make compliance “easy” and that local bars supported the approach. The ordinance text in the packet lists boundaries (Main Avenue, Railroad Street, First Street) and requires that beverages be purchased from approved participating licensees and disposed of before leaving the district or entering vehicles or premises that prohibit alcohol.

The council moved the ordinance on a 1st reading vote with a clerk-conducted roll call; the clerk recorded ayes and the motion carried on first reading. The ordinance requires two more readings before final adoption; the council scheduled the next reading for its August 11 meeting.
