During a review of professional services and consultant lines, board members raised concerns about the Cottonwood planning and development MOU and payments to Midway. Jamie said the board's budget still shows the balance owed under a not-to-exceed figure in the MOU; one board member asked, "So we have paid $43,000 to Midway?" and pressed staff to place the item off the table until reengagement.
Staff recommended zeroing out the $10,000 concept-design consulting line now and revisiting it when a confirmed interested party requires a retail/mixed-use concept design. Board members agreed to remove the Cottonwood planning line from the current budget pending clearer deliverables and MOU terms, and they directed staff to bring back documentation showing what services Midway performed and why the payments were authorized.
