Council tables interlocal agreement for Orchard Pathway trail over liability concerns

Willard City Council on March 13 tabled consideration of an interlocal agreement to develop and operate a trail on the UTA-owned Historic Orchard Pathway Corridor. City Manager Jeremy Kimpton presented the draft agreement and highlighted concerns about "maintenance responsibilities, liability, and potential termination of the agreement by UTA," and council members asked for stronger protections for the city.
Council Member Mike Braegger moved to table the agreement for additional review and clarification, and Council Member Rex Christensen seconded; the motion passed unanimously. Council asked staff to return strengthened language clarifying who would bear maintenance costs and indemnity responsibilities if UTA terminates the agreement.
