Council tables Orchards at Willard development agreement after traffic and density concerns

Council members on March 13 tabled consideration of the development agreement for The Orchards at Willard Master Planned Community after raising concerns about lot sizes, density and traffic impacts, particularly near 200 South. Garth Day presented the history of the project, water-rights transfers, open-space plans and phasing; council members said the project's density calculations did not align with the general plan.
Council Member Rod Mund moved to table the agreement and Council Member Mike Braegger seconded; the motion passed unanimously. The council scheduled a follow-up work session with the planning commission and the developer for March 19 at 4:30 p.m. to address outstanding issues before returning the agreement to the council.
