The Goose Creek Planning Commission voted to approve amendments to Title 15, Chapter 151 (zoning, sections 1–9) after adopting a commissioner amendment to remove a clause about discretionary traffic studies in planned-development (PD) agreements.
A staff member introduced the item, saying, “So the, 1st item on the agenda is the zoning text amendment, which is to amend title 15, the land usage section chapter specifically chapter 151 on zoning, sections 1 through 9.” Staff told commissioners the ordinance had been updated after council and planning commission workshops and that an updated document had been provided for review. Commissioners asked targeted questions about several provisions before moving to amend and adopt the ordinance.
Commissioners first voted to strike language in the PD-agreement section that allowed staff to require "a traffic study may be required," a change recommended because a Transportation Impact Analysis (TIA) was already required elsewhere in the text. After that amendment carried by voice vote, the main motion to adopt the zoning text amendment as modified also passed by voice vote.
The commission did not record a roll-call tally in the transcript; the votes were taken by voice and the chair declared both the amendment and the main motion carried. Staff said further updates to related land development regulations would align technical standards to the ordinance changes.
